Born and raised in Belarus, a small country in Eastern Europe, I experienced a culture shock when I first moved to the U.S. It wasn’t only caused by the change of scenery or the fact that people looked different. What surprised me the most was being served tap water in a restaurant! In my culture, tap water is considered “dirty” and “undrinkable,” even though it’s generally safe to drink — just like in America.
Last summer, I traveled to Europe and was amazed by how good the tap water tasted there. It didn’t have that chlorine aftertaste, most likely because tap water standards in Europe are very high. This made me curious: Is tap water in America — especially in Chicago — as safe to drink as people think?
It’s particularly interesting to study Chicago, as there is a prejudice that some areas and communities in the city may have poorer-quality tap water.
Professor Stuart Batterman, an environmental health scientist and engineer, is currently serving as a professor in the School of Public Health’s Department of Environmental Health Sciences at the University of Michigan. He said that all of Chicago gets the same tap water. Batterman confirmed that Chicago generally produces tap water of excellent quality. However, he also pointed out that older homes and buildings may contain components with lead, a toxic metal, which can leach into the water under certain conditions. “Areas built after about 1988 would not have this problem”, he said. “However, much of the city is quite old!”

Alternatives to Tap Water: Bottled Water vs. Filtration Systems
Since certain houses still have poor-quality tap water due to aging infrastructure and contamination, a logical question arises: What can citizens who live in older buildings use to replace their tap water? Is bottled water a good solution?
Research indicates that bottled water can be a good alternative but comes with its own set of issues. Studies show that bottled water generally has a higher mineral content compared to tap water. At the same time, while bottled water may provide some nutritional benefits, it’s not necessarily a sustainable or cost-effective solution for everyone. Bottled water also contributes to environmental issues due to the plastic waste it generates.
Batterman said that tap water is generally equivalent to bottled water, but it’s far cheaper and more sustainable. He suggested using an NSF-certified filter as an effective solution, as well as flushing the tap for two to five minutes prior to use. Flushing the tap helps to purge any stagnant water from the pipes, allowing fresher water to flow directly from the main supply.
Since there are currently no federal regulations for residential water treatment devices like filters, purifiers, and reverse osmosis systems, voluntary national standards and NSF protocols have been created to set basic safety and performance requirements for these products in treating drinking water. NSF filters can help a lot when it comes to improving water quality, especially when replacing the old plumbing system in a house isn’t an option.

Dangers and Effects of Lead Exposure
An article by NPR said that although lead pipes were banned in 1986, many older homes, especially in Chicago, still have them. The statistics are alarming, as the city has the highest number of lead pipes in the United States. It’s mostly connected to historical building codes that required the use of lead in water service lines until the ban.
Unfortunately, even low levels of lead exposure can cause severe health problems, particularly in children. Batterman was asked where he would start if he had the power to replace lead service lines in Chicago, and how long he thinks it would take. He mentioned the importance of focusing on areas of the city where children blood lead levels are elevated.
“Children get most of their lead exposure from old paint and dust, while water is a smaller fraction,” Batterman said. “Addressing these areas first would help raise awareness and reduce exposure.”
He noted, that if we focus on improving tap water quality in Chicago, the rule under the lead and copper revisions is to get the job done in about 10 years and do about 8% or more of the pipes each year.

However, many other factors affect the overall water quality, and it is wiser to not solely rely on general quality standards given by the government, but also keep in mind individual circumstances. Areas with elevated blood lead levels in children should be prioritized when it comes to replacing lead service lines. The potential health risks of lead exposure cannot be overstated.
While alternatives like bottled water and filtration systems help, they come with their own set of challenges. Bottled water, for example, doesn’t serve as an effective solution as it’s neither sustainable nor cost-effective. Using an NSF-certified filter can be much more sustainable and affordable solution for those who are dealing with contaminated tap water in older buildings.
In conclusion, improving water quality in Chicago requires a multifaceted approach, including targeted efforts to replace lead pipes and raising public awareness. By taking these steps, the city can provide better tap water for its residents and address long-standing infrastructure challenges.
